Acted as planning consultant and agent for a planning and listed building consent for the change of use of a Grade II listed lodge. Fulwood Lodge is located within Sefton Park, a Grade I Historic Park & Garden, and within the Sefton Park Conservation Area. The proposal sought the change of use of the lodge from residential to a day nursery and the retention of a number of timber structures in the garden.
I produced a Design & Access Statement and a Planning & Heritage Statement to address design, access, planning policy and heritage issues. I advised the client on instructing surveyors to undertake a measured building survey, an architect to produce the existing and proposed drawings and an arboriculturist to undertake an arboriculture impact assessment. I liaised with all the co-consultants during the process of preparing the applications and their supporting documents.
I liaised with the client during the application process. I met with the Council’s Conservation Officer on site and advised the client on responses to comments raised on heritage and transport issues. Following negotiations with the case officer, planning permission and listed building consent was granted in June 2025 following the validation of the applications in February 2025.
